Project Objective
To assess the status, effectiveness, and coherence of climate and environmental policy integration and mainstreaming across Nepal’s federal, provincial, and local governments, and to provide actionable recommendations to enhance policy alignment, institutional collaboration, and localized implementation in line with Nepal’s climate commitments and sustainable development goals.
Project Description
This project, led by the Alternative Foundation and supported by funding from the Government of Nepal, aims to strengthen the integration of climate change and environmental policies across Nepal’s three tiers of government: federal, provincial, and local through a systematic assessment of institutional, policy, and implementation coherence. Despite progressive national commitments such as the NDC-3, NAP 2021–2050, and the Climate Change Policy 2019, sub-national implementation has been hindered by coordination gaps, uneven institutional capacities, and limited access to climate finance. The project will employ a mix of desk reviews, field assessments, key informant interviews, focus group discussions, and multi-stakeholder consultations to map existing policies, assess implementation practices, and identify key institutional and financial challenges. The initiative will culminate in a national report, a policy integration roadmap, and a series of capacity-building workshops across seven provinces and selected local governments. By aligning national ambitions with local realities and promoting collaborative governance, the project aims to operationalize Nepal’s constitutional and international commitments for climate resilience, environmental sustainability, and inclusive development.
